Why all the GCPD Officers? You can't change their names... They'll never be members of the Illuminati.

For multiple reasons. First, if you don't have a member of the Illuminati in your hand to spend all your resources points, you can play one or more GCPD officers. Second, until turn 6, there's no visible character except those ones. They're the only line of defense (bonus : they're reinforced when exhausted, thus minimizing breakthrough). And finally, with their Gotham Knights affiliation, you can discard them to use Enemy of My Enemy to find any other character...
