Doom already demonstrated the proper use of the Power Cosmic with this card.
You get additional Attack Phase, while Opponent ready his Deck for Shuffle.

He's just as big, mean and nasty as he looks.
The only draw back I see is that he is likely to loose that counter when you don't have initiative and I don't think Doom has a lot of ways to get counters back.
