Masters of evil are similiar to manhunters in the way that they tirgger effects paying resource points instead of endurance or activation, but some masters of evil grant you resource points when you recruit them so you can use the for the others powers, this and titania are good examples, as Ultron 5 is the biggest Master of Evil he grants you the most resource points.
